Three offices, one project

This is the thing to plan around in Burk's Falls. The village has no building department of its own. Building permits are issued by a Joint Building Committee based at the Township of Strong municipal office in Sundridge, which serves seven municipalities: Burk's Falls, Joly, Machar, Ryerson, South River, Strong and Sundridge.

Separately, since 1 January 2021 a municipal zoning and general standards compliance form must be signed off by the Village and submitted with the permit application. Applications without it are deemed incomplete. And septic permits come from a third place again, the conservation authority's Parry Sound office.

None of that is difficult, but it is three different desks and three different timelines, and a contractor who does not know the sequence will lose weeks to it.

Services stop at the village line

Burk's Falls is the reverse of the Nipissing townships. The Village owns and operates its own water and wastewater system, serving residents within the village and a small number of households in neighbouring Armour Township. The water source is the Magnetawan River. Wastewater runs through three lift stations to a two-cell waste stabilisation lagoon, with roughly 450 connections.

Step outside the village boundary and it reverts to a private well and a septic system, with the septic permit coming from the conservation authority. The Village's own zoning by-law states that a septic permit is required in all areas not serviced by municipal sewers.

For a landscaping or excavation job, that is a clean split. An in-village lot has no septic bed to design around, but does have buried municipal services that must be located first. A lot outside the boundary is the opposite.

There is no conservation authority here

None of Ontario's 36 conservation authorities covers Burk's Falls, the Magnetawan River or the Almaguin Highlands. The Magnetawan drains west to Georgian Bay rather than into the Lake Nipissing or Ottawa River basins, which puts it outside the North Bay-Mattawa jurisdiction.

The corroborating evidence is that the Village regulates its own floodplain directly through its zoning by-law, with a one-zone floodway where no new development is permitted. A municipality inside conservation authority territory would normally leave that to the authority.

The nuance that trips people up: the North Bay-Mattawa Conservation Authority does operate in Parry Sound District, but only as the Building Code septic authority, from a dedicated Parry Sound office. That is a delegated building code role and entirely separate from watershed regulation. Given how unusual this arrangement is, it is worth a call to the Joint Building Committee to confirm the current position before relying on it for a specific project.

A compact village in the Almaguin Highlands

Burk's Falls is small and dense: 957 people on 3.09 square kilometres, with 523 dwellings and a median age of 45.2. The population fell 2.4 percent at the last census. It was incorporated in 1890 and sits in the Almaguin Highlands region of Parry Sound District, which has no county or regional tier, which is precisely why services are shared across municipalities.

Unlike the Nipissing communities, Burk's Falls is essentially not francophone: 905 residents give English as a mother tongue against 10 for French. The bilingual angle that matters in Sturgeon Falls does not carry here.

The Almaguin Highlands are the westerly extension of the Algonquin Highlands, hilly Canadian Shield country with crags and hundreds of lakes, generally thin soils over granite and gneiss with rock outcrop. No detailed soil survey covers the village, so a depth-to-bedrock figure for a specific lot is something to establish on site rather than assume.

The river, the falls and what is actually nearby

The Magnetawan River runs through the village over the falls that give it its name, with a dam and a heritage river walk. Highway 11 was rerouted around the village in 2012 when it was twinned, so Burk's Falls is now bypassed and reached by the Ontario Street exit. Highway 520 also serves it.

Worth correcting, because local pages often get it wrong: Lake Cecebe and Ahmic Lake are not in Burk's Falls. They are downstream in the Municipality of Magnetawan, roughly 32 kilometres away by river. They are fair to describe as the Magnetawan chain downstream, not as Burk's Falls waterfront.

Ontario Street, the main street, was rebuilt in stone and brick after a fire in 1908. Midlothian Castle and the Screaming Heads, Peter Camani's sculpture farm, sit just outside the village in Ryerson Township.
