What needs a building permit in North Bay, and what does not

North Bay publishes a clear exemption list, and it is worth knowing before assuming a project needs paperwork. The City states that a building permit is not required for:

• Retaining walls under 1 metre in height. Above that, a permit is required.
• Sidewalks, planters and landscaping.
• Decks under 10 square metres that are not adjacent to a building entrance.
• Detached accessory buildings under 15 square metres, unless the building contains plumbing.
• Garden pergolas and gazebos without solid roofs, and roof or shingle replacement.

A permit is required for any building over 10 square metres, anything containing plumbing regardless of size, additions of any size, concrete porches, garages and carports, swimming pool fence enclosures, basement entrances, on-site sewage systems, municipal sewer connections and underground sprinkler systems.

The exemption for landscaping and sub-metre retaining walls is the single biggest practical difference between a North Bay job and one in Huntsville, where a Community Planning Permit covers grading, fill and vegetation removal town wide. Note that zoning still applies to exempt work: height, lot coverage and setbacks from property lines all stand whether or not a permit is needed. Like almost every municipality in this region, North Bay does not publish a residential frost depth. The Building Code requires footings below the local frost line, and the figure for a specific lot is confirmed with the building department rather than assumed.

Trout Lake has its own rules

This is the exception to North Bay being the simple one. The City runs a Trout Lake Development Guide covering properties in the Trout Lake Influence Area, and its requirements are more specific than anything that applies elsewhere in the city.

• A minimum 32 metre setback from the water's edge for principal buildings and septic systems.
• A 30 metre vegetative buffer along the lake, within which a 5 metre access corridor to the water may be permitted.
• Accessory structures set back 3 metres from side and rear lot lines, with docks and boathouses at least 1.8 metres from a side lot line.

The City also names the shoreline work that needs approval before it starts: retaining walls, beach creation or expansion, dredging or excavation, moving rocks or shoreline grading, removing aquatic vegetation, and work in or near the water. Ordinary landscaping can trigger a review too, including clearing vegetation, reshaping land, installing drainage features, creating lawns or gardens, and importing fill.

Four bodies can be involved: City Planning, the North Bay-Mattawa Conservation Authority, the Ministry of Natural Resources, and Fisheries and Oceans Canada for some in-water work. The City's own guidance leans toward lower-impact solutions, suggesting sloped rock rubble rather than a hard retaining wall, and a floating dock rather than an in-water beach. It also asks that treated lumber be kept out of shoreline buffer areas and that lawn fertiliser be avoided.

North Bay sits on a continental divide

A genuine piece of local geography that shapes drainage across the city: North Bay straddles two watersheds. Water on the east side drains toward the Ottawa River, and water on the west drains into the Great Lakes basin through Lake Nipissing. The urban core sits between Lake Nipissing and Trout Lake at about 197 metres above sea level, which is why this was the portage route long before it was a city.

The wider area is Canadian Shield, and the region carries ancient volcanic pipes, including the Manitou Islands out in Lake Nipissing and the one that formed Callander Bay just south. For a homeowner, the practical read is that ground conditions vary across the city, and rock is a real possibility on some lots and not others. That is why quotes come after seeing the property.

How much does landscaping cost in North Bay in 2026
